The Premier League side have already agreed personal terms with the former Liverpool and Sunderland striker but QPR have a tight budget and still want to sign Tottenham's Steven Pienaar and another defender. Back to England: Djibril Cisse has found it tough at Lazio to hold a place Manager Mark Hughes had wanted to sign Cisse on loan initially, with the option of making the move permanent in June. However, both the player and Lazio have pushed for the deal to be permanent. The 30-year-old has failed to gain a regular starting place at Lazio following his summer move from Panathinaikos. This would allow the forward to help take points from City's potential rivals for the championship while being unable to play against his parent club, with Hughes pointing to Emmanuel Adebayor as a working example. The City forward is on a temporary deal at Tottenham Hotspur but he is not allowed to feature against Roberto Mancini's side this season. With the January transfer window closing on Tuesday, Hughes was asked if an 11th-hour move to try to land Tevez on loan from City for QPR might work for all parties as the Argentinian is estranged from the Manchester club and Hughes has worked with him before when manager there. He said: "It's a great thought. You would argue it's like the situation with Adebayor at Spurs. It's a situation where you could have the opportunity, if he did come, that he would be playing against teams and possibly help Man City win the league. That is the only thing you would think they are attracted by. I don't think the money is an issue for them. "I'd consider it all the days of the week [signing him] but the likelihood of that happening isn't likely, to be honest. Much as I'd like to think it could happen, I'd be very surprised. He's very much a Man City player at this time. I think the view is that he will be there until at least the end of the summer and then he'll look at his options again. So unfortunately I don't think we're an option for him." One player Hughes has recruited is Nancy's Samba Diakité, the defensive midfielder who is playing for Mali at the Africa Cup of Nations but flew to London to undergo a medical at the weekend. Hughes said of the 23-year-old: "There has been a lot of interest in him from top clubs in France so we have done really well to get him in. He is a good age, has got strength, power, can carry the ball and can score goals from midfield on occasions. He will give us more physical presence and athleticism in the middle of the park, so he is going to be a good addition." Diakité said: "I can't wait to return from the Africa Cup of Nations and give my all for the club." Hughes hopes to strengthen further by signing Lazio's Djibril Cissé. Regarding a deal for the former Liverpool and Sunderland striker, the manager said: "It's not gone through yet, we're still talking with Lazio, we're hoping its going to be concluded – it's taking a little bit of time at the moment. The fee for 30-year-old Cisse was agreed on Friday but QPR have had to wait until a replacement was found by his present club, Lazio, who have now bid more than £11m for CSKA Moscow’s Keisuke Honda. Cisse, who has struggled in Italy since his move last summer from Greek club Panathinaikos, is extremely keen to return to England where he previously played for Liverpool and also, briefly, on loan at Sunderland.
