If QPR did something "illegal" obviously should be a change at QPR
If QPR made a technical error, did something incompetent, slipshod, obviously should be a change at QPR
And where that change should be is so self-evident to almost everyone.

Jones' blog has so many factually inaccurate pieces in it, it's not worth the bandwidth it's written on.
Charges don't relate to 2009, they relate to this season. Paladini himself (as an individual) has been charged with a number of breaches and irregularities. I have no idea if the club receive punishment for anything GP has done in that respect.

I would have thought that before bringing charges, the FA would have been in dialogue with QPR and would have sought answers to specific questions (such as were layed out in the charges.)
I would assume that QPR would have provided answers.
I would assume that the FA were not satisfied with those answers

" Peppino Tirri appears on the FIFA list of agents that he can operate within the Italian FA, but he does not show up in the FIFA list that can operate within the English FA. Given where we are in the season and that the FA have been unhappy since January I think that rather than have QPR apealling against any point deductions (which I'm sure they would) the FA will be pragmatic and fine the club. Whilst both sides might not be happy it would at least settle the matter.

Luton Town got 10 points deduction and i think you'll get the same. It's a shame for the innocent fans but don't kid yourselves that you're going to get away with a fine for this.
