The bolton boards were so happy that hed been shipped to us and were praying for him never to return so maybe its for the best. But again why does the Don make these choices or who makes them for him. Obviously the bloke was not vetted enough.

Loft for words at game concurs with first thought that they were laying down in response to imposisble direction from above.
