I think the fact that the Official Site hasn't posted it. And the local press hasnt announced it is perhaps an indicator not 100%. Based on past behavior, The club would logically announce - oversell the deal. Not stay mum about it.

Former Ilford striker Troy Hewitt signs for Harrow BoroughTroy Hewitt has become Harrow Borough's first summer signing. The 19-year-old former Yeovil and Blackpool striker bagged 13 goals in 37 appearances for Ryman Division One North side Ilford last season and did enough in pre-season training to convince Borough boss David Howell he was worthy of a deal at Earlsmead. Hewitt could plug the gap seemingly left by Rocky Baptiste. The much-travelled target-man was Borough's top scorer last season with 22 goals in all competitions, making him an attractive proposition to other clubs in the division. However, he has failed to turn up for any of Harrow's three training sessions so far and has not contacted Howell about his plans. It is the same story for goalkeeper Keita Karamoko. “I have not heard from Rocky,” admitted Howell. “If he comes back then that will be all well and good, just as it will be is he does not and signs for someone else. “He is the highest paid player at the club and I might possibly find it difficult to accommodate him again next season.” In stark contrast Howell is impressed with new recruit Hewitt and sees similarities with former Borough hit-man Gary Noel, whose free-scoring exploits two seasons ago (18 goals in 22 games) alerted him to the attentions of several higher clubs, yet he opted to drop down a division to join Croydon Athletic. “Troy has trained well and I like the look of him,” added Howell. “He is a goalscorer who can also play on the left. I get the same feeling with him as I did with Gary Noel – he is quick and technically very good. “He has that bit of confidence about him which goalscorers need.” Meanwhile, Ryan Watts and Kwasi Frempong could be following Tobi Jinadu (Kingstonian) through the exit door at Earlsmead. Presumably this must be a free transfer - otherwise how else can we sign him outside the trasnfer window? I thought only free and loan signing were possible.
I also recall NW saying he didnt want to screw over the non league club? doesn't make sense!

OK poached from Indys. You can read yourselves. Only reason he can sign is he was not on a contract at Harrow. He was seen in a QPR track suit yesterday around our premises. He has signed a 1 and half year contract.

(And based on what Warnock said, we will be paying them a fee - although based on what others said here, it would be a loan till summer so we can play him)...I guess we'll find out eventually the official "facts"

Smart move by a poster on dot.org (Viva_Morrissey86 (qprlad).) He checked Harrow Borough on Facebook. (I only checked their website) And this is what it said on the Harrow Borough Facebook Harrow Borough Football Club Boro striker Troy Hewitt is now a Queens Park Rangers player... At the weekend he hopes to be included in the QPR squad that will travel to Middlesbrough. Troy was a non-contact player at Boro so there was no transfer fee involved.
