Currently there are 152 orders in force against alleged United supporters – the highest number from any club in either the Premier League, Leeds' own Championship League, Leagues One and Two and all other club categories.
Cardiff fans were next with 125 orders, Home Office figures revealed.
Next came Newcastle with 105, fourth place went to United's arch rivals Millwall with 100 orders - less than two thirds the number of orders against Elland Road troublecausers.
With 91 orders West Ham fans were fifth from the top of the Banning Order league and the nearest to them comes Wolverhampton with 86, Sheffield - 79, Liverpool - 77 and Sheffield United - 75.
In the year between November 11, 2009, and November 19 this year Leeds United followers managed to earn themselves an additional 34 orders - at least 22 per cent of the club's current total.
The club topped last year's league as well.
That figure compares with 56 orders imposed on Sheffield Wednesday supporters, 45 on West Ham followers, 44 on Cardiff fans, 43 on Southampton and 36 on Manchester United fans over the same 12 months.
The Government recorded an improvement in fan behaviour at this year's World Cup in 2010 compared with the European championships in 2000.
Crime Prevention Minister James Brokenshire said: "The contrast between South Africa 2010 and Euro 2000 could not be greater — no football-related arrests at the World Cup compared to nearly 950 hooligans being expelled from Belgium in one night.
"We must also applaud the work of police in making football a safer environment for all.
Nobody is complacent though, police will continue to work with fans and use all the tools at their disposal to ensure that we continue setting a benchmark for the world."
A Leeds United spokesman said: "The figures show the proactive nature of both the police and the club in addressing an issue that involves a minority of our supporters.
"But given the number that pass through our turnstiles the number is clearly very much a minority."
The total number of current orders nationwide was 3,248 November compared with 3,180 last November with 1,025 new banning orders imposed.
