Queens Park Rangers midfielder Adel Taarabt has signed for Fulham on a season-long loan.The Morocco international, 24, told QPR he wanted to remain in the Premier League after the club's relegation.
Taarabt said: "This was a difficult decision for me, but at this stage of my career I feel I need to be playing at the top level.
"I hope the fans understand my decision and I really hope to return to Loftus Road one day."
QPR said a loan deal "suited both parties".
Fulham manager Martin Jol was Tottenham manager when Spurs signed Taarabt as a teenager from French side Lens in 2007.
Taarabt made 150 league appearances for the Loftus Road club after joining them, initially on loan, in March 2009.
The move was made permanent in August 2010 and he was named as the Championship's player of the year in 2010-11 on the way to helping Rangers win promotion to the top flight.
He played 31 times in the Premier League last season, scoring five goals, as QPR finished bottom of the table.

Taarabt, 24, has signed a season-long loan agreement with Fulham following relegation with QPR and his personal desire to continue playing his football in the Premier League.
Jol worked with the Morocco international when he was a young player at White Hart Lane and only on the fringes of the first-team squad.
But since leaving Spurs, Jol was tempted to sign Taarabt during his spells in charge of both Hamburg and Ajax without a deal ever being struck, with the Dutchman enthusing about his latest signing following Monday night's friendly draw with Real Betis.
"I like his creativity," Jol said after confirming a loan move was nearing completion.
"Sometimes it comes off when he scores a lot of goals and I think he was involved in 40 goals [during QPR's 2010/11 Championship promotion season].
"It is like [Fulham striker] Dimitar Berbatov - sometimes these fantastic talents will be blamed, but I hope to find a way to gel him in together with the boys we've got.
"I think he can do a hell of a job for us because he is a tremendous player on the ball."
Taarabt told QPR officials earlier this summer of his wish to leave the club, but after penning his temporary deal with their local rivals, the former France youth international refused to rule out a return to Loftus Road.

"I wish QPR well for the season and hope they achieve promotion back to where I believe the club belongs."
Taarabt becomes Jol's sixth signing of the summer following permanent moves for defenders Sascha Riether and Fernando Amorebieta, goalkeeper Maarten Stekelenburg, midfielder Derek Boateng and young forward Ange-Freddy Plumain.
There could yet be more activity before the start of the new season as links to Aston Villa striker Darren Bent continue.
For QPR, losing Taarabt could be one of a number of big-name departures during the remainder of August, with the likes of Loic Remy, Julio Cesar and Joey Barton all seemingly hopeful of securing moves away from Loftus Road.

Taarabt joined Premier League side Fulham on a season-long loan on 7 August 2013.[34] He made his Fulham debut in an away match against Sunderland where he played the full 90 minutes. He scored his first goal for the club against Burton Albion in the League Cup on 27 August 2013.[35]

On 30 January 2014, Taarabt signed for Milan until the end of the season, demonstrating the Rossoneri's renewed ambition on the transfer market.[36] He scored his first goal for AC Milan 8 minutes into his debut against Napoli, having tackled the ball in his own half and dribbling halfway across the pitch to score from outside the box in a 3–1 loss to Napoli.[37] On 19 February, he made his debut in the Champions League in the first leg of the round of 16 in a 0–1 loss at the San Siro against Atlético Madrid.
