The Lisbon club announced in May that they had no intention of entering negotiations for the player, only to conclude a €7.5m-euro deal for Ramires shortly afterwards, with the 22-year-old signing a five-year contract at the Estadio da Luz. "On May 21, 2009 at 21.18 Benfica released a statement in which they denied the existence of negotiations with Cruzeiro Esporte Clube for the purchase of the player Ramires," a CMVM statement read. "CMVM finds that the communication of Benfica contained untrue information as they were, at that time, in talks regarding the acquisition of Ramires' playing rights." Benfica, who had been threatened with a penalty of up to €2.5m euros, have accepted the decision and will not appeal against the punishment.
