Chairman Discusses SCMP Impact

At a meeting of the Football League on Thursday npower League One clubs voted to put into place a Salary Cost Management Protocol (SCMP) which in effect limits clubs from overspending on players.
The SCMP limits spending on player wages to 75% of the Club's turnover and comes into immediate effect for the 2011/12 season. It will further reduce to 65% and 60% in seasons 2012/13 and 2013/14.
Football League chairman Greg Clarke said of the decision: "This is a very important step forward as it will help our clubs exert greater control over their finances. Much more work needs to be done, but I am hugely encouraged and impressed by the energy and focus of our clubs on this issue.
"They have been the catalyst for change and have shown a real desire to self-regulate in this area. I congratulate them on taking this bold step."
The decision was ratified at an EGM held at Leicester City's King Power Stadium on Thursday morning.
Preston North End chairman Maurice Lindsay was at the meeting and commented: "There was a strong desire amongst all of the clubs to control finances and ward off the imminent danger surrounding the game of financial collapse. As the resolution takes effect immediately Preston will have to be extremely careful not to breach the salary cap and face a penalty of not being able to sign any players until the Club comes back once again within the 75% limit. Our fans clearly want the Club to sign the best players around. All clubs in League One, however, will have to obey the salary cap limits and Preston are no exception. It means we will have to continue with the cost-cutting and sensible house-keeping which I have tried to put in place since my arrival."
The chairman continued: "It confirms even more my belief that we have to rebuild Preston from the bottom up. We have to support our manager who is trying to build a new Preston team from within our own ranks. That means players like Conor McLaughlin, Jamie Proctor, Daniel Devine, Doyle Middleton, Adam Barton and others need to be given the time and support to become great players of the future. We will not lose sight of our need to remain competitive and that's why we have signed experienced professionals such as Clarke Carlisle and Barry Nicholson who will blend with our younger players as well as help their development.
"Recruitment for this year has not finished as we still need a left back and possibly a goalkeeper. Phil may also require a third player and we are in constant discussion with him."
The resolution will mean a profound change in the running of some football clubs and the Lilywhites' manager Phil Brown recognises the part he has to play at Deepdale.
He said: "I understand the role of the manager in this change. It is my responsibility to develop younger players as well as trying to retain the services of our older players to remain competitive in the League and retain our ambition to get back into the Championship and beyond."
