Tom Glick says Derby County is in a "good, healthy state to move forwards" after the publication of the Club's latest accounts.
The accounts have been filed at Companies House, where they will shortly be made available for download.
The Directors' Report and Financial Statements for 2010 show that the Club returned a loss of £2.16m, compared to a loss of £14.93m for the previous 12 months.
Derby's Chief Executive Glick explained to dcfc.co.uk: "Derby County is in a healthy and stable financial shape to move forward.
"The figures show an operating loss, but it is a loss which has been brought down from last year.
"There is, of course, no such thing as a good loss but we are continuing to run the Club in a sensible manner.
"Since the Club was purchased in January 2008, the owners have invested a further £24 Million into the Club to reduce debts, fund player acquisition and wage costs in addition to the other working capital needs of the business.
"Whilst our progress on the pitch has not been as we would have envisaged, we remain as determined as ever to return Derby County to the Premier League."
With Derby currently 17th in the npower Championship, securing their status in the second tier of English football is Glick's first priority.
Beyond that, he says the owners are committed to improving the Rams' fortunes on the pitch and a big overhaul is planned on the playing side this summer.
He said: "First and foremost, we want to get ourselves mathematically safe as soon as we can.
"We have eight very big matches to play and it is important we finish the season as strongly as we possibly can.
"Once that is achieved, the owners are committed to building a team for the 2011-12 season that will challenge at the top end of the table.
"We want to be in the top six next year, but in order to do that we know we need to improve the squad. We need better players to build a stronger team.
"This will require a healthy wage bill, investing in transfer fees and competing for the best out of contract players.
"We intend to push on and provide the supporters of Derby County with exciting and attractive football, and a winning team.
"The transfer window re-opens for business on the 9th May, and our aim is to move swiftly in the marketplace.
"Nigel Clough and I have discussed at length what key areas of the team need to be bolstered, and we will work proactively to make sure we get the targets we want that will improve our squad."
